Celestial, also known as the Celestial people, are the inhabitants of the Celestial Hegemony. It is an umbrella demonym for the ethnically and linguistically diverse citizens of the Hegemony. Initially used as a nonspecific reference to the Celestial population, it was eventually declared to be a "new historical, social, religious and international unity of people".

The Celestial people can be divided into their various ethno-linguistic groups, the largest of which is the Tovak people; their mother tongue, Tovakan, is also the most commonly spoken language in the Hegemony and as well the official language.

While the numerous contingent ethnic groups have their own traditions, laws, and style of dress, they are bonded by their shared history, society and, according to the Constitution of the Celestial Hegemony, "a common goal; the pursuit of heavordism". As such, the growing Celestial 'national identity' has highly-internationalist overtones, while also emphasizing the cultural heritage of all peoples of the Hegemony. This is shown in the Celestial education system, in which students must take part in "Celestial studies"; a class that looks at the numerous Celestial ethnicities, languages and religions. Despite the immense cultural diversity in the hegemony, recent polls have shown that there is a sense of unity between the Celestial peoples; a recent poll found that 76% of Celestial citizens viewed themselves as "Celestial first; ethnicity second".
