The State Council, is the chief administrative authority of the Celestial Hegemony. It is lead by Falsea's head of government, the Premier and is comprised of the heads of each governmental department and agency.
Currently, the council is composed of 28 members; the premier, the vice premier, the state councilor, and 23 other ministers and chairs of major agencies. In the politics of the People's Republic of Falsea, the Central People's Government forms one of three interlocking branches of power, the others being the Falsean People's Party and the Armed Forces of Falsea. The State Council, specifically the Ministry of the Interior and Local Government, directly appoint the secretaries of each of Falsea's administrative divisions, except regions 17 and 18, both of which are special administrative regions.
In practice, the State Council maintains an interlocking membership with the top levels of the state party, creating a fused center of power as more or less, members of the state council also hold membership within the Politburo and Politburo Standing Committee.

Ministry of External Affairs[edit | edit source]
The Ministry of External Affairs (MEA) is responsible for the foreign relations of the People's Republic.
The agency is responsible for formulating foreign policies, decisions, foreign affairs documents, and statements in regards to the PRF. It also negotiates and signs bilateral and multilateral foreign treaties and agreements. The agency also dispatches representatives to other countries and contacts foreign governments to establish diplomatic ties.
The Ministry of External Affairs also handles policy on foreign trade such as import/export regulations and foreign investment into the country.
Ministry of Finance and Taxation[edit | edit source]
The Ministry of Finance and Taxation (MFT) is responsible for the economy of the People's Republic.
The MFT the national executive agency of the Central People's Government which administers macroeconomic policies and the national annual budget. It also handles the tax rate, fiscal policy, economic regulations and government expenditure for the state.
The ministry also records and publishes annual macroeconomic data on Falsea's economy. This includes information such as previous economic growth rates in Falsea, central government debt and borrowing and many other indicators regarding the Falsean economy.
The Central People's Bank, which handles monetary policy and the money market, falls under the MFT.
Ministry of Industry and Employment[edit | edit source]
The Ministry of Industry and Employment (MIE) is responsible for administering state-owned industries and the national labor force.
The agency controls all nationalized businesses and makes decisions regarding them, such as appointing top executives and approving any mergers or sales of stocks assets. The MIE is also responsible for national labor polices, standards, regulations and managing the national social security. This includes labor force management, labor relationship readjustment, social insurance management and legal construction of labor. All labor unions and worker's cooperatives work in conjunction with this agency.
The Minister of Industry and Employment is ex officio the CEO of all major enterprises such as the merger between the two largest manufacturing companies in the country, Falsea State Enterprises. However, the MIE appoints a board for each enterprise, giving power to them as a whole to lead the specific enterprise.
Ministry of Education[edit | edit source]
The Ministry of Education (ME) is responsible for the state of education within the country.
It is the agency of the State Council which regulates all aspects of the educational system in Falsea. This includes compulsory basic and vocational education and tertiary education. The ministry certifies teachers, standardizes curriculum and textbooks, oversees state schools and other educational facilities, establishes standards and generally monitors the entire education system in an effort to "modernize Falsea through education". It stresses technical education over more esoteric subjects.
Ministry of Health[edit | edit source]
The Ministry of Health (MH) is responsible for providing quality healthcare to all Falsean citizens.
The agency is responsible for providing information, raising health awareness and education, ensuring the accessibility of health services, monitoring the quality of health services provided to citizens and visitors, and controlling population growth through family planning.
Other duties of this ministry include drafting laws, regulations, plans and policies related to public health, formulating policies for maternity and child-care programs, overseeing disease prevention and treatment, controlling the spread of epidemics, supervising blood collection, reforming medical institutions, overseeing state hospitals, and setting quality standards for food and cosmetics.
Ministry of Social Welfare[edit | edit source]
The Ministry of Social Welfare (MSW) is responsible for providing universal public services to everyone, especially the destitute.
This agency ensures that all Falseans are guaranteed access to basic needs such as housing, healthcare, education, and food. The ministry also protects the rights of minorities such as women and children through affirmative action and works in conjunction with other ministries in order to fight poverty.
Ministry of Science and Technology[edit | edit source]
The Ministry of Science and Technology (MST) is responsible for coordinating science and technology activities in the country.
This agency advances the degree of technology within the nation and improving existing technologies for the country's modernization efforts.
Ministry of State Media[edit | edit source]
The Ministry of State Media (MSM) is responsible for administering and distributing media in all forms to Falsean citizens.
The agency's main task is the administration and supervision of state-owned enterprises engaged in the television, radio, and film industries. However, it also controls media in other manifestations such as in the internet and newspaper.
It is also responsible for censoring any materials that offend the Falsean People's Party or the Central People's Government and Falsean cultural standards.
Ministry of State Security[edit | edit source]
The Ministry of State Security (MSS) is responsible for maintaining the security of the nation and its people from both domestic and outside threats, functioning both as a law enforcement agency and an intelligence agency.
This agency is responsible for fighting crime and serves as the parent agency of the Falsean State Police and the State Bureau of Investigation. The MSS also serves as an intelligence organization responsible for intelligence assessment, espionage, and counterintelligence in the name of national security.
The Ministry of State Security also controls the civilian militia and is known for performing covert activities against foreign nations, friendly or hostile, through a variety of means such as government infiltration, wiretapping, kidnapping, assassination, torture, and military attaches of Falsean embassies worldwide, although the central people's government deny that the MSS undertakes such activities.

The Ministry of Transport is responsible for railway, road, air, and water transportation regulations.
The agency oversees the country's massive network of free public transport. The Minister of Transport is ex officio the CEO of the nation's flag carrier, Falsea Sky and other state-owned enterprises belonging to the transport industry.
Ministry of the Interior and Local Government[edit | edit source]
The Ministry of the Interior and Local Government (MILG) is responsible for supervising local government units and for handling matters related to the country's demographics.
This agency is responsible for nominating the regional secretaries of each of Falsea's administrative divisions. The Interior Ministry is also responsible for investigating allegations of corruption within local and national government units. Another one of its functions is dealing with refugees, immigrant, and emigrants.
Ministry of Tourism and Culture[edit | edit source]
The Ministry of Tourism and Culture (MTC) is responsible for culture policy and activities and tourism within the nation.
The agency's duties include managing national museums, parks, monuments, and historical sites; astroturfing and promoting government policies; promoting and protecting the arts (visual, folk, theatrical, musical, dance, architectural, literary, televisual and cinematographic); managing the national archives and regional culture centers; and promoting Falsean culture to foreign nations.
Ministry of Food and Agriculture[edit | edit source]
The Ministry of Food and Agriculture (MFA) is responsible for distributing Food throughout the nation and overseeing state-owned enterprises in the agriculture industry.
Areas of responsibilities of this agency include issues pertaining to irrigation and crop growth, fishery, consumer affairs, animal husbandry, horticulture, animal welfare, hunting, and game management.
Ministry of the Environment and Natural Resources[edit | edit source]
The Ministry of the Environment and Natural Resources (MENR) is responsible for the protection of Falsea's natural environment and resources, as well as the promotion of sustainable development through the smart use of the latter.
The agency is the nation's environmental protection department charged with the task of protecting Falsea's air, water, and land from pollution and contamination. It is responsible for the regulation, management, preservation and exploitation of natural resources, such as land, mines and oceans.

The Ministry of Urban Development (MUD) is responsible for conducting urban planning and construction of urban infrastructure such as housing, factories, roads, power grids, and railways.
Ministry of Energy and Communications[edit | edit source]
The Ministry of Energy and Communications (MEC) is responsible for maintaining the nation's energy sources and communications grid. It is also responsible for selecting alternative sources of energy and promoting energy development.
